Usually a cluster is presented as an informal association of firms and organizations that are connected geographically. In the case of Ukraine, many “domestic” clusters are organized according to this definition. Clusters functioning on the basis of internet platforms are also very effective. We have the aim to connect these two approaches.

During the last 8 years Ukraine has done essential progress in free market development. The spontaneous period of the “initial accumulation of capital” is already in the past. Now the success to the considerable extent depends on the ability to use in practice particular methods of business-planning.

The making of an optimal decision depends now not only on the basic institution – Enterprise, but also on supporting and promotion institutions such as business associations and industrial or services clusters.

The cluster requires a reasonable support from serious financial structure, such as a separate bank or financial group, to conduct during the year 3-4 seminars or conferences in different regions of Ukraine for wide range of entrepreneurs with different financial positions with the aim of teaching about theoretical part of business planning and practical experience dissemination. Every seminar is accompanied by this partner presentation. Financial partner of cluster has the top-priority access to cluster production. If the project offers no interest for the financial partner of cluster, or conditions of funding are not acceptable for the Client, future realization of it is transferred to other financial institutions.
On the other hand, the preparation of the project by the cluster is already a serious precondition of its effectiveness and advisability for the funding.
